Answer: Yes, they are. In case BBcode panel is missing, when adding the entry, you need to allow BBcodes usage in Control panel -> Users -> User groups -> Set permissions for all groups.
4. How to make it mandatory for users to register at the website before posting a message in the Guestbook?
Answer: The concept of Guestbook doesn't require registration. Although, if you want, you can make Guests register before posting in the Guestbook. All you need is to make the necessary settings in Control panel -> Users -> User groups -> Set permissions for all groups.
